IWM Contract Support and Technical Assistance

In a previous role, JRMA staff managed all aspects of a multi-jurisdictional (i.e., three jurisdictions) franchise RFP process for the Regional Agency. It drafted the RFP documents, drafted a new Franchise Agreement, managed the proposal evaluation and selection process, led final contract negotiations, and managed the transition and contract implementation phase of the project. New franchised collection and processing services started November 1, 2019 and included new residential and commercial organics collection services to meet the requirements of AB 1826 and SB 1383.

Staff members also completed an analysis of the Non-Exclusive Franchise Agreement (NEFA) with recommendations to modify the Agreement to bring it in line with industry standards and incorporate changes as per the new Franchise Agreement. A redline of the NEFA was prepared and is under review by county staff.

JRMA completed an analysis of the existing JPA Agreement and prepared recommended changes to the Agreement. A redline of the existing JPA Agreement was prepared and is under review by County staff. This analysis included reviewing the JPA governance, powers, and responsibilities for the SBWMA, MRWMD, and Salinas Valley Solid Waste Authority.

Ongoing technical assistance is being provided to the Regional Agency and County Integrated Waste Management Department.
