JRMA Selected to Design Victorville’s New Consolidated Household Hazardous Waste and Recycling Drop-Off Facility

Press Release May 13, 2025

Brea, CA (May 13, 2025) JRMA (J. R. Miller & Associates), a nationally recognized architectural, engineering, and planning firm with extensive experience in solid waste and recycling infrastructure, has been selected by the City of Victorville, California to lead the conceptual design of a new Consolidated Household Hazardous Waste (HHW) and Recycling Drop-Off Facility.

This new facility will unify Victorville’s existing drop-off center and household hazardous waste site into a single, efficient operation. Designed to serve the community's growing needs, the site will offer safe and accessible drop-off areas for a wide range of materials, including electronics, bulky items, green waste, co-mingled recyclables, household hazardous waste, and reusable goods. The facility will also incorporate a compost and mulch giveaway area and a reuse store to promote circular resource management.

JRMA will provide a conceptual site layout that integrates operational flow, traffic circulation for both residential and commercial vehicles, and infrastructure required for material handling and storage. The plan will include parcel size recommendations, a dimensional layout, and a preliminary cost estimate following AACE Class 5 standards. As part of their approach, JRMA will work closely with City staff and its contracted hauler, conducting site tours, data analysis, and collaborative workshops to refine the design based on real-world operational needs.

The project builds on JRMA’s four decades of experience designing high-performing, sustainable solid waste facilities throughout the western U.S., bringing proven insights and practical innovation to Victorville’s forward-looking investment.
