Central Los Angeles Recycling and Transfer Station

JRMA teamed with Jacobs to conduct a Feasibility Study for the development of an Organics Processing Facility (OPF) for the City of Los Angeles Bureau of Sanitation (LASAN) at its Central Los Angeles Recycling and Transfer Station (CLARTS) site. The OPF will receive 300 TPD of commercial organics and process them for co-digestion at the City’s Hyperion Water Treatment Plant. The proposed facility will enable LASAN to provide processing for its commercial franchise haulers and organics diversion to comply with SB 1383 and the City’s own zero waste goals.

Based on the feasibility report, LASAN is moving forward with implementation of the project. JRMA has teamed with Carollo Engineers and Jacobs to draft a Request for Proposals for design, building, financial, operational, and transfer services for the facility. That RFP is in final review and is expected to be released in 2020.
