Press Release November 03, 2022

Portland, OR (November 3, 2022) JRMA (J. R. Miller & Associates), a leading architectural, engineering, and planning firm specializing in the design of solid waste and recycling transfer stations, materials recovery facilities (MRFs), and anaerobic digestion/biogas plants (AD), is pleased to announce that they have been awarded a contract by Deschutes County Oregon to prepare a master plan for diversion-related infrastructure improvements. JRMA will support Deschutes County with implementing key recommendations from the adopted 2019 Solid Waste Management Plan (see the following link: 6-9 (deschutes.org)) for diversion-related facility infrastructure improvements at Knott Landfill Recycling and Transfer Facility (“Knott”) and Negus Transfer Station and Recycling Center (“Negus”). Critical improvements to be analyzed include processing operations for construction and demolition waste, organics (e.g., yard debris from homes and businesses, commercial food waste, etc.), and source separated recyclables.

“We are excited to continue our long-standing relationship with Deschutes County as we develop a facility masterplan for increasing diversion in the County,” remarked Kevin McCarthy, Solid Waste/Organics Practice Leader for JRMA. “Deschutes County has long been a leader in the development of innovative and sustainable solutions for its customers.”

The master plan will incorporate an assessment of options, conceptual site planning, conceptual floor plans for processing equipment, and feasibility analysis.
